This measure, taken by the Trump administration, poses a major risk within an already fragile economic context.

American Aid and Its Mechanisms in Cameroon

In Cameroon, American funds—primarily from PEPFAR (the U.S. President's Emergency Plan for AIDS Relief), PMI (Presidential Malaria Initiative), and other health partnerships—finance numerous essential programs:

  • HIV/AIDS Prevention and Treatment Programs: These funds facilitate testing, antiretroviral treatment, and training for healthcare personnel.

  • Strengthening Health Infrastructure: They contribute to enhancing laboratories, providing critical equipment, and offering ongoing training to ensure high-quality healthcare services.

  • Community Actions and Awareness Campaigns: Initiatives aimed at disseminating information and promoting prevention in high-risk areas are also supported by these funds.

Beyond combating epidemics, these financial supports create and sustain jobs, making them vital not only for public health but also for the broader economy.

Why Were the Funds Suspended?

The decision to suspend these funds, announced by Donald Trump, is part of a policy aimed at re-evaluating international expenditures and “returning money to American taxpayers.” Additionally, the move challenged the effectiveness and management of organizations like the WHO during health crises. As a result, funding was halted in favor of reorienting priorities toward domestic needs, even if it meant sacrificing international commitments.

Negative Impact on Cameroon and the Risk of a “Ticking Time Bomb”

The consequences of this suspension are multiple and deeply concerning:

  • Disruption of Health Projects: The halt in HIV programs interrupts vital care and prevention campaigns, thereby increasing the risk of epidemics.

  • Job Losses: Reduced funding directly threatens the jobs created around these projects, leading to higher unemployment in a country where each position is crucial.

  • Strain on a Fragile Economy: Cameroon’s economy, already marked by modest growth, could suffer severely if the health sector collapses, further affecting overall productivity and social well-being.

Perspectives and Recommendations for the Cameroonian Government

In response to this challenge, several strategies should be considered by local authorities:

  • Diversification of Funding: Seek partnerships with other international donors (such as the European Union or the World Bank) and develop public-private collaborations to lessen dependency on American aid.

  • Strengthening Local Capacities: Invest in training and empowering healthcare professionals to manage health crises independently.

  • Governance Reforms and Transparency: Implement robust governance measures to manage public funds, thereby regaining the trust of both investors and international partners.

  • Mobilization of Internal Resources: Increase the national budget allocated to health through improved fiscal mobilization and strategic investments in health infrastructure.

The temporary suspension of American aid is not just a budgetary adjustment—it represents a significant threat to Cameroon’s health sector and overall economy. Even if this pause is short-lived, its long-term impacts could be profound, highlighting the urgent need for recovery measures and adaptive strategies. The challenge now is to transform this crisis into an opportunity to enhance the autonomy and resilience of Cameroon’s national health systems.
