In a significant move aimed at transforming Cameroon’s health system, the Minister of Public Health, Dr. Manaouda Malachie, issued a Mission Letter to the Heads of Health Districts and Directors of District Hospitals across the country. This directive, following the approval of the Prime Minister, reflects the government’s commitment to strengthening the nation’s healthcare infrastructure in preparation for the upcoming Universal Health Coverage (UHC) initiative. The letter lays out critical responsibilities that these leaders must undertake to ensure quality healthcare for all Cameroonians.

A Vision for Health System Transformation

At the core of the Minister’s message is the ambition to "strengthen and make the entire health system resilient" as part of Cameroon’s 2016-2027 Health Sector Strategy. According to Dr. Manaouda, this vision is anchored on several key pillars:

  • Health promotion and the reinforcement of primary healthcare.

  • Strengthening governance across all healthcare levels, including hospitals.

  • Improving patient reception and care by humanizing services and fostering excellence and dedication among healthcare professionals.

He emphasized the central role of the District Hospital in this transformation, referring to it as the "reference on which we place all our expectations". The District Hospital, according to the Minister, must rise to the challenge of an increasing demand for quality care.

Key Responsibilities for Health District Heads

The letter outlines the critical tasks for the Heads of Health Districts to ensure measurable progress toward autonomy. This phase of autonomy is expected to reduce dependency on higher levels of the healthcare system, empowering health districts to solve their own problems more effectively. The specific responsibilities include:

  • Developing a Health Development Plan for each district.

  • Updating and sanitizing the district’s health map, including private sector healthcare.

  • Strengthening community participation by enhancing dialogue structures and partnerships.

  • Improving health surveillance, especially epidemiological monitoring.

  • Promoting health actions and streamlining curative and preventive services like vaccination.

  • Enhancing the availability of essential medicines and medical equipment.

  • Evaluating district performance based on key indicators outlined in the conceptual framework of district viability.

Dr. Manaouda emphasized the need for public health leaders to promote "competence, excellence, and a spirit of selflessness" in their work, signaling the government's high expectations for measurable improvements.

Priorities for District Hospital Directors

For the Directors of District Hospitals, the Minister urged a focus on improving healthcare services and ensuring quality care access for the majority. These efforts should be guided by a commitment to impeccable governance. Specifically, hospital directors are tasked with:

  • Ensuring the delivery of the Minimum and Complementary Packages of Activities, especially in maternal, child, and adolescent health.

  • Improving hospital sanitation and hygiene.

  • Humanizing care by improving reception, access, and the quality of services.

  • Strictly enforcing current service tariffs and ensuring that medical procedures comply with the best clinical practices.

  • Upholding ethical and deontological standards across all staff levels.

  • Modernizing the management of human, financial, and material resources while improving working conditions.

  • Maintaining and repairing medical equipment and infrastructure.

  • Contributing to epidemiological surveillance and improving the delivery of healthcare services without corruption or patient mismanagement.

Commitment to Excellence

In closing, Dr. Manaouda pledged that the Ministry of Public Health would support the leaders in achieving these goals by providing “appropriate resources and a constantly improving work environment”. He assured them that the Ministry would act with impartiality and transparency to ensure that merit and fairness guide the transformation process.

The Minister concluded with a strong message of encouragement, stating,

My deep conviction is that together we will succeed in transforming our sector, as we perform an exceptional profession, unique in its kind, as it is dedicated to life.

He emphasized that he would continue pushing for excellence and selflessness from all healthcare leaders as they work to earn the trust of the Cameroonian people.

In conclusion, this Mission Letter represents a bold and clear roadmap for improving the healthcare system in Cameroon. By focusing on better governance, autonomy for health districts, and humanizing patient care, the Ministry of Public Health aims to create a resilient and efficient health system that serves all citizens. The challenge now lies with the Heads of Health Districts and Directors of District Hospitals to implement these directives and contribute to the realization of the Minister’s transformative vision.
